Utz Pape is a Lead Economist in the Poverty and Equity Global Practice (East Asia and Pacific) and a Global Lead for Data for Policy (D4P), currently based in Abuja, Nigeria. He leads teams to design and implement lending projects to improve national statistical systems and to prepare analytical work with a focus on poverty and livelihoods in the current context of digitalization, climate change and shocks, in particular displacement. His work experience in post-conflict countries contributes to his research agenda including the design of methodologies for poverty measurement. His research has received awards and is published in peer-reviewed journals, including Nature. In January 2020, he published a book, with Johannes Hoogeveen, on Data Collection in Fragile States: Innovations from Africa. He holds a Ph.D. from the International Max Planck Research School and the Free University of Berlin and was a postdoctoral associate at Harvard University. He holds an MPA/International Development from the London School of Economics and the School for International and Public Affairs (SIPA) at Columbia University.
